Normal courthouse hours are Monday through Friday, 8:30 a.m. to 4:30 p.m., but the county RTKL policy defines record-request business hours only through 4:00 p.m. Visitors pass through a metal detector. Metered street parking is available near Central Park.

The Pennsylvania State Police Central Repository runs Pennsylvania Access To Criminal History, or PATCH. A standard name check costs $22 and covers criminal-history data reported by Pennsylvania law enforcement. It does not include a federal or out-of-state search. Notarization adds $5 where allowed. This local split matters most around Waymart, where a borough police report, state-prison status, and federal-prison status belong to three different agencies.
Pennsylvania Public Access Laws
Access depends on the kind of Wayne County criminal record. The Pennsylvania Right-to-Know Law gives a written request and appeal process for many agency records, but its criminal-investigation exclusion is broad. Wayne County's 2025 open-records policy names Andrew M. Seder as the Open Records Officer and accepts email, mail, fax, or in-person requests. It also routes “criminal records” to District Attorney A.G. Howell and court-related records to Court Administrator Nicole Hendrix. That routing does not guarantee release of police investigative material. The best request identifies the agency, incident or case number, date range, exact record parts, and preferred format. Send a court-copy request to the Clerk when the desired item belongs to the case file.

The county usually must grant, deny with reasons, or invoke a lawful extension within five business days of receipt. Duplication charges may apply, so request an estimate before authorizing copies.
Restricted, Sealed & Expunged Records
Wayne County's Clerk identifies juvenile cases and adult criminal cases involving a child victim of physical or sexual abuse as closed. Public systems also omit Social Security numbers, protected addresses, full account numbers, and data sealed by statute or order. A bench warrant often follows a missed appearance or violation. An arrest warrant comes from a probable-cause process, while a search warrant authorizes a search and may remain sealed during an investigation. Only the issuing court and serving agency can confirm what is active and how it may be resolved. Wayne County database updates can lag behind a signed order.

Wayne County has no municipality legally styled a city, so the three most populous incorporated boroughs supply the local guides. Borough police keep their own incident and arrest narratives.
